Sending to Mexico and Central America: timing and text

Most of Mexico no longer changes its clocks (UTC-6 around Mexico City, UTC-5 in Quintana Roo, UTC-7 and UTC-8 in the northwest), and Belize, Guatemala, Honduras, El Salvador, Nicaragua and Costa Rica keep UTC-6 all year, which makes a single scheduled send line up across most of the region. Panama keeps UTC-5.

Spanish text with á, í, ó or ú is sent as Unicode at 70 characters per segment, while ñ, é and ü are part of GSM-7. Writing short texts, or leaving out the accents that change the encoding, keeps a promotion to one segment.
