Sending to Oceania and the Pacific: timing and text
Australia spans UTC+8 to UTC+10 (UTC+11 in the south-east in summer), and New Zealand keeps UTC+12 (UTC+13 in summer). Pacific islands range from UTC+10 in Guam to UTC-10 in Tahiti, and the line between them is the date line, so when it is 09:00 in Auckland it is the same morning in Samoa and still the previous day in American Samoa.
English text fits GSM-7 everywhere in the region. French in New Caledonia, French Polynesia and Wallis and Futuna keeps é and è in GSM-7, and island languages written in the Latin alphabet mostly stay at 160 characters per segment.
The API needs nothing region-specific: put numbers in international format (+ and the calling code), and each one is priced by its own country. How numbers are read
