Sending to The Middle East: timing and text

Most of the region keeps one time all year: UTC+3 in Saudi Arabia, Kuwait, Qatar, Bahrain, Iraq, Yemen, Jordan, Syria and Turkiye, UTC+4 in the United Arab Emirates and Oman, and UTC+3:30 in Iran. Israel, Palestine and Lebanon use UTC+2 with summer time.

Arabic, Hebrew, Persian and Turkish text is sent as Unicode (Turkish because of ç, ğ, ı and ş). A bilingual message in Arabic and English runs to two or three segments, so the per-recipient text option in batches helps send each person one language.
