Poland, Czechia, Slovakia and Hungary use UTC+1 (UTC+2 in summer); Romania, Bulgaria, Moldova and Ukraine UTC+2 (UTC+3 in summer). Belarus keeps UTC+3 all year, and Russia spans eleven zones from Kaliningrad (UTC+2) to Kamchatka (UTC+12) without clock changes.

Polish, Czech, Romanian and Hungarian letters such as ą, ł, ř, ș and ő are outside GSM-7, and Cyrillic text in Russian, Ukrainian and Bulgarian is always Unicode, so 70 characters per segment is the planning figure for most local-language texts here.
